MEET THE MANAGEMENT STAFF

 

Jason Harrold
President of Managed Care
Mr. Harrold is the President of the Managed Care Division of OptiCare Managed Vision. He has obtained a Bachelor of Science in Business Administration and Management Science, a Bachelor of Science in Insurance and Economic Security and a Masters in Business Administration. In addition to key management functions, including negotiation and implementation of health plan contracts, financial analysis and capitation rate development, Mr. Harrold has spearheaded new product developments such as floating pay schedule mechanisms and an eye care specific physician profiling program. He has been instrumental in the successful application process to secure Utilization Review Agent licensure in multiple states. Mr. Harrold was the catalyst behind the development of the comprehensive Quality/Utilization Management Program under which OptiCare Managed Vision operates. Mr. Harrold's background includes a decade of experience in the eye care industry.


Mark Ruchman
National Medical Director
Dr. Ruchman, a board certified, fellowship-trained ophthalmologist, is a Phi Beta Kappa graduate of Williams College. After graduating Magna Cum Laude, Dr. Ruchman received his medical degree from Yale University in 1976.  He completed his residency and fellowship in Ophthalmic Plastic & Reconstructive Surgery at Wills Eye Hospital in Philadelphia.  He is then Medical Director for OptiCare Managed Vision and is an instructor for the Department of Ophthalmology and Visual Science at Yale University School of Medicine.  Dr. Ruchman has over twenty years experience in Ophthalmic Plastic Surgery and Orbital Disease. Dr. Ruchman is a fellow of the American College of Surgeons, American Society of Ophthalmic Plastic and Reconstructive Surgeons and the American Academy of Ophthalmology.  Dr. Ruchman specializes in Ophthalmic Plastic and Reconstructive Surgery and has written and lectured extensively on  various areas of ophthalmology.







David Robert Haas
Medical Director
Dr. Haas serves as a Medical Director for OptiCare Managed Vision providing guidance and input on maters concerning quality of care, clinical criteria and provider networks.  Dr. Haas obtained his Doctor of Medicine from Jefferson Medical College, Philadelphia, PA, his residency and flexible internship were completed at Geisinger Medical Center in Danville, PA.  Dr. Haas is Board Certified with the American Board of Ophthalmology. Dr. Haas has professional interests in Comprehensive Ophthalmic Medical Photography and Sports Ophthalmology.






Shawn C. Putman
Medical Director
As a Medical Director for OptiCare Managed Vision, Dr. Putman provides guidance and input on matters concerning quality of care, clinical criteria, and provider networks as they pertain to eye care.  He obtained his Doctor of Medicine degree from Case Western Reserve University's School of Medicine and interned at Mount Sinai Medical Center in Cleveland, OH, with a residency of Ophthalmology at Case Western Reserve University's Department of Ophthalmology.  Dr. Putman is board certified through the American Board of Ophthalmology.  In addition, he is professionally affiliated with a number of medical and ophthalmological associations including, North Carolina Society of Eye Physicians and Surgeons, the American Academy of Ophthalmology and the American Society of Cataract and Refractive Surgeons.






Larry Keeley
Senior Vice President of Operations
Mr. Larry Keeley brings more than 20 years of managed care experience to his position as Senior Vice President of Operations for OptiCare Managed Vision. His experience includes the areas of operations, product development, customer service and provider affairs, as well as credentialing, contracting and government compliance. Currently, Mr. Keeley’s primary responsibilities include overseeing daily operations, Payor contracting and corporate compliance within the organization. He has considerable expertise in the development and implementation of commercial, Medicare and Medicaid products. In his previous role as Vice President of Provider Affairs, Mr. Keeley restructured the provider affairs department, which incorporated provider relations, credentialing and network development departments. In addition, Mr. Keeley developed new and existing provider networks throughout the country. He earned his B.A. degree in Political Science at Virginia Wesleyan College and has furthered his education in Administration and Health Services in addition to Health Care Compliance.







David Lavely
Senior Vice President of OptiCare Managed Vision
David Lavely is Senior Vice President of OptiCare Managed Vision.  His duties include sales, marketing and new business development.  He also has extensive experience in underwriting, systems, utilization review and quality management.  He is an active Claims Review Services Consultant for payers and provider groups.  Mr. Lavely is a Life, Health, Property and Casualty Insurance Agent, a licensed Optometrist, and a Registered Investment Adviser.  He graduated from the Pennsylvania College of Optometry with Bachelor of Science (1985) and Doctor of Optometry degrees (1988), and earned a Masters Degree in Business Administration from the University of Pittsburgh in 1992.





 

Juan Marrero
Vice President of Information Systems
Mr. Marrero oversees systems operations for OptiCare Managed Vision. He has over fourteen years of experience in information systems technology, including eight years in the managed care industry. Working for over five years with United Health Care of Florida as a manager of information systems, Mr. Marrero was instrumental in supporting the rapid growth of the Central Florida market for Commercial, Medicaid and Medicare business. He has successfully redesigned, implemented and integrated multiple applications to support the managed care business of Health Maintenance Organizations, home health care organizations, long term care groups and now for the single service eye care business line for OptiCare that must interface with over 30 distinctly different health plan systems. Mr. Marrero graduated cum laude from Inter American University with a Bachelor's degree in Computer Science in 1986.






Jeremy Myers
Vice President of Provider Affairs
Mr. Myers has extensive experience in the areas of provider relations, member services, credentialing and network development including provider and facility contracting. He has restructured the Credentialing, Provider Relations, Network Development and Member Services Departments greatly improving workflow and accountability. He was the driving force behind OptiCare's successful designation as a Credentialing Verification Organization, which has been maintained since 1999 without recommendation for improvement. He was/is responsible for having developed OptiCare’s National Network of vision care providers. Mr. Myers obtained his B.S. degree in Health Policy and Administration from Penn State University.






Connie Cook
Vice President of Medical Management
Ms. Cook brings over fourteen years of healthcare management experience to OptiCare Managed Vision. Prior to joining the team at OEHN in 1997, she managed a full service Third Party Claims Administrator in Southern California. She has expertise in all areas of claims administration and management including application of benefits, coordination of benefits, third party liability, policy and procedure development, utilization management, customer service, and claim information systems. At OptiCare, Ms. Cook's responsibilities have included benefit design, set up, and the maintenance of all accounts on the Claim Management System, Report Development, and Project Management. She has participated in and led various team projects including claim system conversion, organization policy and procedure review, Corporate Compliance, and HIPAA Compliance. Ms. Cook earned a Bachelor's Degree in Information Management from California State University at San Bernardino and a Masters in Business Administration from Campbell University, North Carolina.
